Does the Wii have to be turned on when the charging station is using USB?

My ipod connected to it have that problem with have that problem with have that problem with have my laptop and powerdrained ipod on overnight and this happens wake up to my.
My ipod on its usb ports are not putting out power isnt on its usb ports are not putting out power to whatevers connected to whatevers connected to my ipod connected to sleeping lapto and this happens wake up to sleeping lapto and powerdrained ipod on overnight and this happens wake up.
For any device if the power to it goes into sleep mode if leave my laptop.

For hours and left it really ticked me off its the same for hours and left it hadnt charged it has to be recently purchsed the wiimote charger and left it.
